In addition to administering Medicare and Medicaid, which together provide health insurance to one in four Americans, HHS also oversees the National Institutes of Health, the Food and Drug Administration, and the Centers for Disease Control. The Secretary of Health and Human Services oversees a budget of approximately $700 billion and approximately 65,000 employees. Open Heart Surgery
In the case of a cardiac emergency, surgical intervention may be required. Minimally invasive bypass-surgery offers an alternative to coronary artery bypass grafts, for patients who have only one or two blocked arteries. This operation uses a combination of small holes in the chest, and a small incision made directly over the coronary artery that needs to be bypassed. The result is more rapid healing of the chest incision with less pain and scarring. Heart valve replacement surgery also has become a common operation in hospitals. Valves that are seriously degenerated can be removed surgically and replaced with a new valve mechanism.
Coronary artery bypass surgery is used to reduce the symptoms of coronary artery disease and to prevent future heart attacks in patients who have major blockages in their coronary arteries. These blockages are the result of atherosclerosis, a condition which causes fatty deposits to build up in the arteries. Over time, as the coronary arteries continue to narrow, angina in the chest or a heart attack can result. Coronary artery bypass surgery uses vein grafts taken from a patient's leg, arm or inside the chest to create a detour so blood can go around the blockages in the coronary artery and reach the heart.

Financial Aid Information
Government scholarships and Pell grant applications, combined with academic scholarships, only account for a third of total college aid. Student loans, work-study earnings, and personal savings make up the remaining two-thirds. The official FAFSA website is www.fafsa.ed.gov and is free to use. Merit-based aid is a package of scholarships and grants awarded to students with special talents. Academic scholarships are highly competitive, and are usually awarded either by the admissions office, or individual academic departments.
Student loans typically have variable interest rates while federal student loans have fixed rates. Financial aid may be administered through the Department of Education or your school's financial aid office. High school grades are the most important factor in gaining admission to the college of your choice, along with letters of recommendation. According to El Paso Community College calendar, an ideal academic record consists of a high GPA in courses of progressive difficulty. Peterson's scholarship search is good to check not only for college scholarships, but also for the extensive resources on the college application process. Both county and city governments have dedicated financial resources allocated for grants and scholarships to qualified students in their areas.
